5. The government’s vision – ideal and reality

The Government began to support the digital entertainment industry dated back to 2004. Back then the Commerce, Industry and Technology Bureau tried to back up the three major focus areas of the industry in game software, computer animation and digital effects. The scope of the sponsorship included overseas promotion, seminars, awards, training courses, introduction to overseas technology, etc. Furthermore, the Hong Kong Digital Entertainment Industry Support Center was established in Cyberport in 2005, and the Center was managed by Hong Kong Productivity Council. The government would like to turn Cyberpot into a digital entertainment hub at that time. Below was a figure prepared by the Office of the Government Chief Information Officer which showed how different offices in the Cyberport provided a comprehensive supportive system for the digital entertainment industry as a whole.

The Government’s support for the digital entertainment industry continued to expand with the establishment of CreateHK in 2009. Digital entertainment became one of the creative sectors being supported by CreateHK. Financial assistance is granted through the CreateSmart Initiative (CSI) to the projects proposed by various trade-related organizations and associations to promote and develop the industry. The table below shows what kinds of initiatives have been generated by the CSI in the past decade.

There are significant differences between Hong Kong and other Asian regions in their foci and direction of promoting the industry. For example, in Mainland China and South Korea, focus was placed on tax and rental incentives, and different types of subsidies. In addition, the government also adopts policy to protection local production. For example, only local TV production is allowed to show during prime time in China. However, Hong Kong is an open market, there is not much room for Hong Kong to restrict the overseas production or to reduce tax rate as in other regions. The Hong Kong Government has also attempted to assist the rental concession for industry to some extent. These include setting up incubation programs at the Science Park, Cyberport and the one operated by Hong Kong Design Centre which have nurtured a number of digital entertainment enterprises over the past decade. The HK Government has also provided financial support through the CSI to start-ups and young companies in the development of creative content of computer animation and games.
